Consumer Register

45 million records. Combines data from:

  1. Electoral roll: Oct 2000. Verified to identify new & changed names at existing addresses, 3 million new records added some 500,000 additional names.

  2. Claritas data: 23 million consumers collected from online surveys, product questionnaire, customer satisfaction surveys, lifestyle surveys

  3. Dataworks: 14 million names shareholders and directors at home.

  4. Bounty - 10 million Mother & Baby file.

The Claritas, Dataworks and Bounty data is all date stamped. This data is then matched to the electoral roll, to verify that the address exists. Targeted data can be extracted from the Consumer Register through Acorn, LifestylesUK and PeopleUK. Available for prospect and suppression purposes. The Consumer Register is available in its entirety or by region - no set rate card but for 45 million records the price is £100K for a one year licence, discounted and negotiable for longer terms.

EuroDirect

Contains 45 million consumers residing in approx 25 million households. Claim to be the only company to have acquired the 2002 electoral roll prior to the Robertson Judgement on 9th November. Data Exchange - syndicated database for companies to contribute data. In return contributors get free database cleaning services and access to the database at subsidised rate. 16m records, in 13 million households. 170 lifestyle variables available to enable targeting. Also hold a UKLifestye Database - 7million names. Investors database for FTSE 350 - 12 million names.

InfoBase Marketing File

Contains over 40 million records. Consumer database that is marketed as an alternative to the Electoral roll. Data sources include edited electoral roll, Claritas, Consodata, Data Exchange, Psychographics, a newspaper, a publisher, a mail order file, directors at home and corporate shareholders. Data is verified by market research, telemarketing, recency of data and method of data capture. Available for prospect and suppression purposes.

National Canvasse

44 million records. Combines data from:

  1. Commercially available electoral roll (88%)

  2. Name and address data from Experian’s Canvasse Lifestyle database 3%

  3. Data from contributors - all offer credit so data has been screened and verified at point of collection (9%)

Available for prospect and suppression. Suppression data uses MPS, TPS, Experian’s no mail request file, Experian’s deceased file, Experian’s goneaway file, NCOA.

Postal Preference Service (PPS)

Prospect - The OptIn Data File contains details of consumers who have asked to receive information/offers for specified products and services. NB This commercial product is not to be confused with the DMA Preference services.

Suppression Data

Direct Mailers have a legal obligation to use the Telephone and Fax Preference Services; it is also industry best practice to use the Mailing Preference Service Data. "In house" files are the most useful and relevant files for suppression as these will identify addresses of those customers who have asked not to receive marketing communications, have moved, or are bad debtors. There are a large number of commercially available files, all of which help in the preparation of clean and more effective campaign lists. The following list provides a summary of the key generic screening files currently available in the UK.

Mailing Preference Service (MPS)

Individuals register their wish not to receive unsolicited direct Mail. Compiled of written request sent to the MPS. Names are suppressed at a household level

Baby Mailing Preference Service (BMS)

The BabyMPS is a new service launched in May 2002 which enables parents who have suffered a miscarriage of bereavement of a baby in the first weeks of life to register their wish not to receive baby related mailings. Mailers who receive information about a bereaved family are encouraged to encourage the consumer to register. Records remain on file for 12 months unless they are cancelled.

E-mail Preference Service (e-MPS)

Individuals can register to help reduce the amount of unsolicited commercial email they receive. Individuals can choose to opt out of B2C, B2B, or both types of communication.

Fax Preference Service (FPS)

It is unlawful to fax an individual unless you have their prior consent - this includes consumers, sole traders and Partnerships. Businesses can register their objection to receiving direct marketing faxes with a central service. Companies must comply with objections register with the FPS no later than 28 days after the request.

Telephone Preference Service (TPS)

Individuals register their objection to receiving direct marketing calls with a central service. Under the Telecommunications Directive companies must comply with an individuals request for suppression made to the central register no later than 28 days after the request.

Company Suppression Register

Contains 1.3million records of contact names, company names, address, phone and fax numbers which are known to have changed in the last 5 years. File complied from returns from a mailing campaigns, changes of details identified from customer and in house-telemarketing projects and partnerships with internet organisations.

Edited Electoral Roll and Equifax Insight Data

Supplier of edited electoral roll. Insight Database is available to Insight clients only. Data pooling initiative by companies who offer credit based on recent financial transactions. Insight data can be used to verify an update electoral roll data. NB Insight data can be used for suppression purposes only

Gone Away Suppression File (GAS)

Contains 9 million records by end of year this will be approx 13million. Claims 92% of all goneaways. This is a complied list of gone away individual household members at home address who have moved since mid 1991. Data comes form local authorities and other public domain sources. Occupier update product available to provide new occupier data. Regain product available, which tracks the goneaway to new address.

National Change of Address File (NCOA)

The files contains over 11.4 million records, it growths at a rate of 100,000 names per month. This file is complied by the Royal Mail using forms submitted to request redirection of mail. Individuals have the opportunity to opt out of appearing on the NCOA. Royal Mail stats indicate that around 50% of movers take up the mail forwarding service.

The file dates back to 1993 and names are only removed from the file if specially requested by the addressee. Users of the file can usually opt to suppress movers or have their new address supplied.

National Suppression File (NSF)

11 million records, quarterly updates. The NSF brings together a range of data sources including:

  1. Goneaways - GAS and NCOA

  2. Postal Returns

  3. Electoral Roll Changes

Universal Suppression Service

Contains 5 million records. New Royal Mail service which combines information from postal returns from large mailers and Royal Mail’s redirection service. The data pool is updated daily.

Deceased Registers:

Bereavement Register

Consists of 1.6 million records. This files is complied by a freepost registration scheme. In the event of a death the local government registrar has to be notified within 7 days to officially register the death, at which point the deceased persons family has the opportunity to register the death via. the scheme. It has just been negotiated that Bereavement Register leaflets are enclosed in with the death certificate that is sent to the deceased next of kin. It is hoped this distribution will strengthen coverage. Information received is then screened against a UK resident's database to check integrity. Updates available on a monthly basis. The file has been running since 1999.

Mortascreen

Consists of 3.8 million deceased records. Mortascreen is sourced from the Probate Registries based on estates in mainland UK. The value of these estates is £5K for England and Wales and £15K for Scotland. The names have been built up over the last 10 years. All records verifiable through death certificate. NB. Names do not appear on a probate list until 9 months after the death. The file is updated on a monthly basis with 20-40k new names added.
